HELPFUL TIP:

A deeply embedded fear often stems from trauma, so it can be helpful to explore emotional wounds that may be a factor. Your character might also become risk-averse, which can create problems in their relationships and limit their fulfillment. And for a character to achieve their story goal, they must overcome any fear-based thinking that's holding them back. The Character Builder is a great resource for pulling all these factors together.
NOTES:
Some people live in precarious circumstances where the loss of food, power, medicine, or money could mean disaster. Others may only perceive their situation as insecure. Either way, if a character believes running out of something risks their survival, it becomes a highly motivating fear.

WHAT IT LOOKS LIKE:
Spending all their time procuring, maintaining, and protecting the resource
Reducing their reliance on the resource in preparation for a shortage
Looking for viable replacement options—e.g., finding a different medicine that does the same thing but is more accessible 
Believing that the resource is likely to become scarce (due to a political, economic, or environmental crisis)
Stockpiling resources
Carefully watching the news for signs of an impending disaster
Working towards self-sufficiency (growing crops, living near a water source, etc.)
Knowing where the resource can be obtained in the case of a scarcity
Being cautious with the expenditure of a resource (placing limits on how much can be used, putting someone in charge of it to control its distribution, etc.)
Not sharing resources with others
Placing strict punishments on the misuse of the resource
Panicking when supplies run low
